The Indian Navy will celebrate the invaluable contributions of its civilian personnel with a grand commemoration ceremony on December 30, 2024, at the Dr. DS Kothari Auditorium, DRDO Bhawan, New Delhi. The ceremony, which will be graced by the Honourable Raksha Mantri as the Chief Guest, aims to honour naval civilians for their crucial role in ensuring the operational preparedness of the Navy.
2024 has been earmarked the 'Year-of-Naval-Civilians' by the Indian Navy. This initiative is designed to improve the administration, welfare, and efficiency of its civilian personnel, highlighting their significant role in the Navy's operations. Throughout the year, various initiatives have been introduced to enhance human resource management, training, welfare, and safety for civilian staff.
Key milestones during this year include the introduction of the Citizen’s Charter for the Directorate of Civilian Personnel, a revised HR Handbook, and a Vision Document for Naval Civilian HR Management. These efforts underscore the Navy's commitment to improving the working conditions and professional development of civilian staff.
Welfare measures, such as insurance coverage for civilian personnel serving aboard ships and the extension of CGHS (Central Government Health Scheme) facilities to 21 industrial units in Mumbai, have been implemented. Additionally, digital transformation has been a priority, with upgrades to the Naval Civilian Management Information System (NCMIS) website and the introduction of e-HRMS Version 2.0 for Gazetted Officers.
\Training programs have also been enhanced with the launch of new modules on the iGOT platform, which aims to foster the continuous growth and development of civilian personnel.
Naval civilians play a critical role in ensuring the smooth operation of the Navy. They are involved in logistics, administration, supply distribution, and equipment management, all of which contribute to maintaining operational readiness.
